Description of the issue:

Left input of the Refinery stops at 50mb when supplied with fluid from a tank. Tank had the pipe attached at the correct point and a redstone signal. This occurred on my modded server.

I was asked by BluSunrize to recreate this with only IE installed. In a fresh instance (I also had JEI installed to spawn the required items) in singleplayer I recreated the issue only to find out that the same thing happened BUT the when I supplied fluid to the right input it would work normally. Not only did fluid freely flow through the right input but it allowed the fluid to flow through the left input resulting in both the refinery's internal tanks to fill up normally. I tested this again and got back the same result. I used Ethanol and Plant Oil for the test and both flow through both inputs so it's not a fluid specific issue. Singleplayer was on the same version of Forge and IE as the Modded Server.
