Contrary to comment in discussion area, garden cloches seem to be working fine except the red "grow lights" inside the bell do not seem to be working. In the linked screenshot, the four on the left are powered and growing at accelerated rate. The one on the right is unpowered and growing at normal slow rate. GUIs on the powered ones show full power. GUI on the unpowered one shows zero power. As you can see in the screen shot, the lights on all five are off. Zero affect on gameplay. Only missing the cool visual to tell you they are powered up.
