[1.14] Herbicide is ineffective

Description of the issue:

When spraying the Herbicide with the Chemical-Thrower, it is able to turn grass and farmland blocks into dirt, but the grasses and vegetables aren't affected. The Herbicide seems to only work on tree leaves, but not on any other plant.
