Description of the issue:

1. IE's hemp seeds are not part of the forge:seeds tag
2. They are currently named "Industrial Hemp", because they take the name of their block
3. They also don't show up in Creative or JEI, because the hemp block doesn't do anything in fillItemGroup

This issue affects all current builds for 1.14, 1.15, 1.16
