[1.16.1|maven#48] Dispensers can't place fluids from buckets with IE fluids

This breaks away from vanilla patterns
Dispensers already CAN collect IE fluids with buckets however
If I get a freebie, it'd also be cool if jerry cans could place (not collect) fluids from dispensers, to enable/improve automated large distance fluid transports. A minecart full of jerrycans would be 10 minecarts full of buckets..
