Description of the issue:

Explosions still have a random chance of destroying crates completely without dropping any of the contents.
This issue has been reported several times (#1714 and #4) and either nothing has been done about it and the issue was closed without any comment or clarification, or there's regression going on.

For clarification, this happens only on non-tnt explosions in 1.16 because tnt explosions have a 100% drop rate nowadays.
