Waterlogged TW Stairs progressively show more water clipping through the farther away you are

Waterlogged Treated Wood Stairs have the water texture clipping through. Close up it's not noticeable, but the farther away you are the worse it gets. Only seems to happen with the treated wood stairs but I admit I didn't test every stair in the pack.
Examples below, tested with other stairs in the pack. (vanilla, astral, IE, rats, quark, natures aura)

Versions:
MC 1.16.4
Forge 35.1.37
IE 1.16.4-4.1.2-129
Java 1.8.0_272 64bit (hotspot)
Tested with all other mods disabled, still occurs.
Tested with Java 1.15.0.1.9 (hotspot), still occurs.
My only other assumption is that it might be a GPU thing? I'm using a 2070 Super and my multiplayer friend is also using an Nvidia GPU, though I'm not certain on the model.
