[1.16] Core Sample Drill animation activates without power

Description of the issue

The animation of Core Sample Drill can activate even when it's not actually drilling, greatly confusing the noob (me).

To reproduce:

  1. Place Core Sample Drill but do not power it
  2. Place a redstone torch next to it

What happens:

  1. The drilling animation plays
  2. The core item is not produced
  3. Confusion

What I think should happen:

  1. Nothing
