[1.16.5] the excavator not functioning, and I mean the bucket won't turn

Description of the issue:
I've set up a excavator over a chalcopyrite vein given it power and the bucket won't turn (I've given it a redstone signal too)
Crashlog:
No crash.
Versions & Modlist
IE version (I think) is 4.2.4-134
Its in briar patch version 2.29 that I'm playing on.
If it helps I've got immersive petroleum installed.
If needed I can provide more information.
