Situation:
Excavator wheel partially submerged into water.
Steps:
Right click on center steel block with Engineers Hammer.
Behaviour:
Won't form.

Same behaviour with:
Excavator base partially submerged

Suggestions:
a) Make it able to form with steel scaffoling being waterlog
or
b) Add to manual section "Multiblock constructions" note about keeping blocks dry.
