Description of the issue:
Engineer's Huts seem to no longer spawn in villages naturally.
Explored about 20 villages in both tests and never got one to spawn.

Versions & Modlist:
Originally found using the Engineer's Life 2 modpack.
Recreated and tested in a instance with just IE.
