IE Pump does not remove water from the world

Description of the issue:

Use the config to turn off finite water, then see in server game play the IE pump does not remove water from the world, making it the one block in our SNG modpack that provides infinite water

I may have been wrong about this, seemed to be infinite water for one user, and it seemed to be finite for others
