Description of the issue:
Circuits crafted in the circuit table are crafted for free if Shift+Click is used to pull them out of the table. The components are only consumed if the item is left clicked and picked up.

Reproduced in minimal instance with only the above mods. Forgot to remove PNC while recording, but was able to reproduce after removing it as well.
