[1.19] Toolbox's bundle tooltip is empty in multiplayer

Expected Behavior
In a multiplayer server, an engineer's toolbox should display its contents in the tooltip when hovering over the item.
Actual Behavior
It doesn't display the tooltip at all until placed in world and picked back up.
In a multiplayer server, the engineer's toolbox displays a tooltip with two empty slots even though the toolbox is full of items.
Looks to be good in single player.
Steps to reproduce
- Join a multiplayer server.
- Hover over an engineer's toolbox to see the tooltip.
