Expected Behavior

Mineral veins should generate in the Nether

Actual Behavior

They don't.

Steps to reproduce

1. Set ENABLE_VEIN_DEBUG to true
2. Create a world, go to the nether
3. Hold down the hotkey (shift/ctrl)
   => No veins!
