Feedthrough blocks allow particle effects

Expected Behavior
A solid block with a feedthrough insulator should not allow particle effects through them.
Actual Behavior
A solid block (such as dark oak planks) is allowing particle effects such as rain to come through. This creates some incorrect visuals and is probably a severe electrical hazard.
Steps to reproduce
- Place a dark oak planks block (make sure there are at least two blocks of air beneath it)
- place an LV connector on the top and bottom of the block
- right click on one of the connectors with an engineer's hammer to create a feedthrough connector
- set the weather to rain and observe that the rain will pass through the block.
