Railgun damage not registering at intended values for all rod-type ammunition

Expected Behavior
The railgun in other documentation and previous versions is said to deal varying amounts of damage depending upon the ammunition loaded in.
Actual Behavior
Aluminum, Iron, Steel, Blaze, and End rods, and Graphite Electrodes are all hitting the test target for 40 damage on impact. Blaze rods still apply burning damage as expected.
Steps to reproduce
- Acquire railgun via creative menu
- Acquire all of its ammunition varieties via creative menu
- Place target dummy (MmmMmmMmmmmm mod)
- Aluminum rod vs target dummy
- Iron rod vs target dummy
- Steel rod vs target dummy
- Graphite Electrode vs target dummy
- Blaze Rod vs target dummy
- End Rod vs target dummy
- Sawblade vs target dummy
