[Visual] Arc Furnace's GUI Tooltip

Expected Behavior

The tooltip should only appear when the player hovers over the GUI's button.

Actual Behavior

The tooltip overlays over everything on the GUI's screen when it is pressed. It also completely hides the Graphite Electrode information instead of being ontop of the information.

Open Arc Furnace GUI
Click the "Distribute Inputs" button
