Explain your idea

As the engineer's toolbox can be opened right from the player inventory there is no reason to place it on the ground. I feel it is a shame because the model and texture are pretty cool.
Giving it crafting table capabilities only when on the ground feels like an usefull buff to me as I tend to carry a crafting table inside it.
It can simulate that you need to stop and drop the toolbox and fiddle with your tools in order to craft something.
To make it less of a buff maybe make it require to have a hammer, wire cutters and screwdriver inside in order to enable the crafting table.
