
Catwalk railing cannot be configured properly

Expected Behavior
All three catwalk blocks (treated, aluminum and steel) should be configurable using the Engineer's hammer to have any combination of railing on their faces.
Actual Behavior
All three catwalk blocks cannot reach block states that were previously possible using the Engineer's Hammer.
Instead, after enabling the railing on any of the sides, further hammer interactions will rotate or counter-rotate the block. No position, direction or sneak status can enable or disable railing on any of the faces.
This makes all railing combinations that involve 2, 3 or 4 faces impossible without commands.
Steps to reproduce
- Placing the catwalk down we observe 1
- Sneak + R-click with the hammer enables the railing state as expected on 2
- Sneak + R-click with the hammer again on the railing rotates the catwalk block counter-clockwise
- R-click with the hammer rotates it clockwise
- It is no longer possible to enable or disable railing on any of the faces.The block can now only be rotated or counter-rotated, it is not possible to revert to 1 without breaking the block and 3 is only possible through the use of commands like /setblock
