[Bug]: "Can Stacked With" operation not working properly

Description
Maybe I just don't understand, but "Can Stacked With" operation in ItemStack Processing Circuit works not as supposed. It gives true ONLY when two different ItemStack variables are EXACTLY same (item, nbt, meta, count).

Expected Behaviour
"Can Be Stacked With" should probably give true if two items from ItemStack are "stackable":
- Same item with same meta (and perhaps nbt)
- At least one ItemStack doesn't have cap value (64, 16, 1, etc.)
