[Bug]: The problem with Radio Tower's range

Description

In my observations, the Radio Tower ALWAYS has "worse" range for radio explosives and ALWAYS "normal" range for other radio towers regardless of the weather.

To demonstrate, I will use Radio Tower and radio explosives to show the range of radio signal in different weather conditions.

Initial setup:

(Currently I use the default configuration of Radio Tower range. Which is 128 blocks of radio range and x0.5 multiplier during the "bad" weather, which is respectively 64 blocks. Thus, I placed radio explosives in distance of 64 and 128 blocks from radio tower respectively)

After explosion:

  • In clear weather:

  • In rainy weather:

  • And in thunderstorm weather:

As you can see, radio explosives accept signals only within "worse" signal range, which is 64 blocks.

Now I will change scenario a bit and instead use radio towers to check the radio signal distance.

The 128 blocks setup:

After sending packets, the other radio tower on 128 block distance ALWAYS received the data packet regardless of the weather.

Expected Behaviour

On clear weather, radio towers and explosives should have "normal" range (by default it's 128 blocks). But during rain or thunderstorm, radio towers and explosives should have "worse" range (by default it's 64 blocks).
