[BUG] chunkloaded skycrate endpoint void skycrate mount and crate on restart, plus some odd behaviour

Describe the bug
if you create a long range skycrate system, while standing on one point, the other one will void all the crate and mount that are sent if chunkloaded when restarting the save (this can be reproduced reliably both on a heavy modpack environment, 280 mods, and light, only IE, II and Weirding gadget).
Also, sometimes a wire on the far endpoint may be cut on reload (not easily reproduceable) and when a crate reach a post without the wire, the mount will be dropped on the post and the crate will get voided.
also also, powered skycrate will loose their powered status on restart
To Reproduce
Steps to reproduce the behavior:
1.create a long distance skycrate system (at least 400 blocks) with chunkloaders on both endpoint (tested with the weirding gadget) and crate that are sent back into the skycrate after arriving.
2.ready 1 mount on both side and send i crate on both side (use powered one to avoid death while waiting)
3. watch them correctly going from one skycrate and the other.
4. load 20 mount and 20 crate on one endpoint and reach the other endpoint before all of them are sent
5.reload the game
6.wait
7.continue waiting (at some point no new skycrate will arrive)
8.go to the other endpoint and see that the total number of mount and crate is now lesser than 22
Expected behavior
on game reload, crates should be able to arrive after waiting long enough
