Suggestion: allow players to disable stokers on steam locomotive tenders (perhaps in immersion level config) and manually shovel coal

Application: not a super useful thing but could be fun for people who really want to rp as a fireman or useful for servers who want to increase the difficulty of running trains.

I support this idea, many steam locomotives don't have automatic stokers at all and must be hand-fired. Automatic stokers also shouldn't work until the locomotive has enough steam pressure to run the stoker.

Edit: this should be a .json field, so resource pack creators can enable/disable the feature for individual locomotives.

Furthering this, I think manually lighting and dropping fires should be added instead of the automatic lighting we currently have. Dropping fires is also helpful when steaming locos

just want to mention, I already have this planned as part of my traction physics overhaul for the next update
