Describe the suggestion
Normally, when it's snowing, tracks became covered with snow layer. This is problematic when using catenary (or other decorative objects) modeled as track type and placed in air and also bridge tracks. I would like to suggest adding a setting in json to disable track of getting covered by snow.

Applications of the suggestion
By setting track snowing to false in track's json file, they wouldn't be covered by snow, while other tracks with setting it true will be normally snowed as they are now.
