IR 1.10.0 1.16.5 requires universal mod core 1.3, but the most recent version of universal mod core is 1.1.3

EDIT Universal mod core just had no update available at the time. the update just showed up
as the title says,
IR 1.10.0 minecraft 1.16.5
fails to boot, saying it needs universal mod core 1.2 or greater, and less than 1.3, currently version is 1.1.3
to be sure i also tried with Universal mod core 1.1.2
still failed.
