Config option to disable shift-click removal and inventory storage of rolling stock in survival

As noted in the title, there should be an option to stop players from instantly removing an entire train and putting it in their inventories, as well as storing a complete locomotive or car in item form at all.

This would be useful for a number of things. It would prevent easy theft of rolling stock, require players to use more realistic maneuvers (i.e. moving along the track rather than picking up a train and putting it elsewhere) to arrange and deploy trains, and require players to build proper facilities to house locomotives rather than just putting them in a chest.

It should also be more difficult to use the wrench to get around this. One way to do this would be to have a limited chance with each wrench action to successfully remove the part, simulating the difficulty in taking a locomotive apart (as this does take quite a lot of time in real life). This chance would be determined by the size of the parts in the same way default material costs are calculated. So a Big Boy would take a very long time to dismantle with the wrench, but the handcar could be taken apart very quickly.
