i out the water on the slots but it doesnt drain, also, charcoal not burning

Um could you be a bit more specific, what are you trying to do?

Did you shift click water buckets and/or the fuel in? I've often seen the bug that shift clicking items into stock that have more than one type of slot, I.E. a loco with water and fuel slots, can put things in the wrong slot. Then the items don't actually appear but still block the slot and will be picked up by your cursor if you click the slot. Try destroying and re-placing the loco and not shift clicking the items in, manually place them.
