Make cars and locomotives be able to sway and rock when moving, and add a tool to use on tracks to set a "track condition" that will determine the sway amount. (the track condition value will lay the framework for track maintenance in update 3.0 or 4.0)

Locomotive and car sway should scale based upon speed and track condition.
