[1.14.4 Fabric] Steam locomotives won't accept water buckets or coal when in the Locomotive menu

Describe the bug
When I try to put water or coal in any steam locomotive, the item (water bucket /coal ore) simply drops. I can't put the water bucket to fill the tank and can't place the coal ores in the furnace because after opening the train menu and clicking on one of those items ( or any item actually) it instantly drops the item. Diesel locomotives appear to be fine.

EDIT: In creative mode, it appears that I can fuel the locomotives if I use the scroll button in my mouse. However if I use the mouse left button it drops the item.

How to reproduce
Steps to reproduce the unwanted behavior:
1.Created new world (in creative, but error persists in survival)
2.Place down tracks for train ( 2 tracks )
3.Place any steam locomotive (used firefly)
4.Attempt to fuel loco with water and coal to see items drop after being selected

Expected behavior
In step 4 I should be able to move the water from the bucket to the engine tank and the coal into the furnace, thus fueling the train

This is right after I press on the water bucket on the locomotive menu. I can't even hold the item and attempt to place it in the water tank spot, it just drops instantly.

Additional context
This never happened on the old forge 1.12.2. Something went wrong porting the code to 1.14.4.
It does not seem to affect Diesels but haven't checked thouroughsly
