[BUG] License plate mounted guns may not work on non-IVV vehicles by default

Plate slot needs to be linked to controller seat in order to link the guns by proxy

Wouldn't you believe it, but I forgot to make some IVV vehicles even capable of using WMG weapons!! Oops.

All fixed on IVV's side, external packs will still be problematic though.
