Soot can't be disabled in the mod configs

Hi! In the server configs, to disable soot, I set "soot_spawn = false" in the "immersive_weathering-common.toml" file, but soot still appears from the campfires. Am I doing something wrong, or is this config not working?

Minecraft version: 1.20.1
Immersive Weathering version: 1.20.1.-2.0.3
Moonlight Lib version: Moonlight-1.20-2.13.3
Fabric API / QSL / Forge version: 47.3.10
