When I have itemUsesConfig.pickaxeCracking: false set, clicking a block with the pickaxe causes the pickaxe to still try and crack the blocks.

Also, the only reason I am setting this to false is because I like to have building blocks in my offhand and my pick in my main hand. When I do this, all my blocks get cracked by the pickaxe when building. I would love it if there was an option to make the block cracking only happen when I am crouching. Even better would be if there was a new tool (maybe a hammer?) for cracking blocks.
