Leaf piles do not spawn on their own below trees, leaf block do turns into piles when the logs are cut as normal tho.

Forge:
mainly, 43.3.0 but seems to happen regardless of versions(checked a few but obviously not all of them)

No other mods (aside moonlightlib)

To Reproduce:

1. i create a new world.
2. i see there are no leaves on the ground.
   (occured on 4 different computers)

Expected behavior:
I expected there to be leaves on the ground.
