Looks to have been introduced with Quilt Loader 0.21.0-beta1, and is a conflict with Forge Config API Port when any mod that uses Forge Config API Port initializes. Will get this reported.

Was fixed with Quilt Loader 0.21.0-beta.3, and wasn't an issue outside of 0.21's beta period, so seems to have just been a bug from the beta cycle.
