Can't build directly since `settings.gradle` is not in the repo

settings.gradle has the url to the fabric maven for the loom plugin, and it can't be built without it.
It's not in the repo because it's in .gitignore.
This also affects Better Glow Squids, that's why the build on github actions failed.
