Issue (The better the description, the better I can solve the issue):

The blacklist for breaking blocks and climbing ladders is useless. I set it to blacklist Creepers, and guess what. They still break it and ruin my day, forcing me into creative to fix something that shouldn't have happened in the first place. (I keep cheats on for keep inventory)
Edit: they loot things too when i turned that off.

Steps to reproduce: literally just try to change the config
