[Feature Request]: Ability to better control pehkui's effects on mobs in the game

Currently our only option is a upper and lower bound for the size Improved Mobs can use pehkui to change mobs with. However, what this results in is that EVERY mob gets a randomly selected size. Given that I don't want microscopic monsters trying to kill me, the lower limit is set to 0.5 on my server. With the upper limit being 3.0, this results in just about every mob being larger than the vanilla size.

This isn't the effect I want, I would like to suggest making a config option that allows us to modify the chance that a mob gets a "Pekhui" attribute, aka making larger or smaller mobs a random chance similar to breakers, stealers, etc. Because currently my world is just full of giants, and while if they were more random that would be a lot of fun, its just frustrating and unfun.

Furthermore, I would like the ability to blacklist/whitelist various mobs from pekhui's effects, as I don't exactly want giant pillagers, for instance.
