The blacklist mode for the item transporter seems to block all items, not just those listed.

Example setup:

Three vanilla chests, each with one transporter. Left chest sends items, top and right chests receive them. Top chest has a blacklist for cobble, right chest has a whitelist for cobble. Putting cobble in the left chest, it will correctly send to the right chest. Putting anything else in the left chest, it goes nowhere, when I would expect it to be transferred to the top chest.

Note that if the top transporter is set to a whitelist of something else, say potatoes, then putting potatoes in the left chest correctly transfers them to the top chest, so the transporter is able to route correctly in that scenario.
