[1.18.2] Ore Laser does not honor Titianium's mod preference list

The ore laser currently does not fully break from a double loop and as a result consistently chooses return ores from mods later in the preference list or not on the list at all over mods earlier in the list. I have submitted a PR #1291 which corrects the behavior and also fixes an incorrect tag in the ore laser recipe for Cobalt.
