Can you try with the latest version and see if it happens?

I have the same issue, my version is 1.20.1-3.5.12. Titanium: 1.20.1-3.8.25

The bug still exists in the latest stable release that are included with ATM9 To the Sky modpack

Progress bar in Gatherer is rapidly moving like when it's harvesting but it only picks up 1 bamboo randomly after few minutes. My 7x7 bamboo patch is up to it's growing limit and it harvested ~40 bamboo only after few hours. Could it be affected by Apotheosis mod?

This is still an issue...

It is broken in Minecraft 1.21 also (observed in ATM10 To the Sky modpack)
