It appears cows completely consume whatever duty cycle Ranchers have by milking them so fast that it supersedes all other fucntionality. It does not interact with chicken or sheep when there is a cow in the AOE. When there are no cows in the AOE, it interacts with animals fine.

Cow's never run out of milk and the rancher milks them at an absolutely ludicrous rate, about a bucket per second.
