Potion Brewer doesn't respect locked inventory

When adding items (by pushing them from your own inventory, by hopper, or any other method) with locked inventory they end up in the first available slot instead of the assigned slot.

How to reproduce:

  1. Slots are locked as follows: Nether Wart, Sugar, Redstone.
  2. Add items in the following order: Redstone, Sugar, Nether Wart.
  3. Nether Wart is placed in the correct slot, while Sugar and Redstone are not.
