Creating a fluid extraction recipe with data packs using a any fluid will register the recipe, and will appear in JEI, however, the fluid extractor will not generate the fluid when attached to the block, it will eventually break the block but will not gain any fluid. I have tried it with both modded and vanilla fluids, all of which were valid and registered recipes.
