Mods like Quark, or even ordinary vanilla commands, are capable of producing enchantment books greater than their ordinary maximum level. (I.E. Fortune IV) These books work as expected in vanilla anvils, but the Enchantment Applicator outputs items with capped levels. (Pick + Fortune 4 Book -> Pick with Fortune 3)

If it is intentional for the machine to not work with these over-leveled items, it would preferably not accept such inputs. (Though this being configurable would be even better.)
