Client crash from putting the windmill top on the ground.

If you put the windmill top on the ground instead of on the poles it crashes some clients but not others.

Caused by null pointer exception in rendering wind mill base gauge. Unable to reproduce this bug on my end.

Resolution: Implemented a fail safe code to prevent crashes.
Status: unable to reproduce and confirm fix (Version 1.16.5-1.2.3-r)
