Machines appear as working when they actually aren't [BUG]

Description:
Texture stays animated even after energy flow has stopped
Steps to Reproduce:
just make a machine get/spend energy and play for a while
Technical Information:
- Minecraft: 1.18.2
- Fabric API: 0.67.0
- Industrial Revolution: 1.14.1-BETA
- Modpack: custom. Played with most mods for weeks, never seen such a bug before
