No feasible way to actually craft an unfinished control panel in this version other than creative spawning in the default control panel.

You need to use IC2 machine blocks rather than unfinished control panels in 1.10 (that should be documented in the manual). I added the unfinished control panels in 1.11 when I made tilting the panels and changing their height possible.
