Config option for Wither Bone drops

Since a lot of mods (Tinker's Construct, Nether Ex, Baubley Heart Canisters) add Wither Bones, it would be nice to be able to configure Wither Bone droprates and disable them completly.
They do automatically disable if Tinkers Construct is present, but I can add a config so I don't need a list of all mod IDs.
