Throttle parts with excessive tick times

Short description:
As reported in #1147, there are specific (and non-useful) builds that can cause TPS issues.
We should detect those parts, throttle them, and report them to the player somehow.
Now that we have the network diagnostics working again (#863), this shouldn't be necessary anymore.
